UAE pension update: GPSSA opens 10-year plan to merge service periods

The move marks the second phase of a Board decision announced in September 2025, which extended the payment period from four to 10 years to make monthly instalments more affordable.

During the first phase, launched in September, individuals with active merging service requests were able to reschedule their payments under the longer timeframe.

Phase two, which began on November 3, 2025, now allows all insured individuals requesting to merge previous service periods to apply, provided their monthly instalment equals at least one-quarter of the contribution salary, the legal minimum.

    What merging service periods means

Merging service periods ensures continuity of employment history by allowing employees to combine previous work years with current service.

This process helps them meet pension or end-of-service gratuity eligibility conditions and increase the final pension or gratuity amount through the accumulation of more years of recognised service.

It also enables individuals to add years served under different employers, provided those employers are covered by the GPSSA or other UAE pension laws.

    Long-term financial benefits

Extending the payment plan to 10 years makes the process more accessible and supports the long-term financial stability of insured individuals and their families.

The GPSSA said the initiative empowers members to build a more resilient retirement future by easing the burden of large one-time payments and encouraging continuity of service across sectors.

    How to apply

Applicants can complete their applications online through the “Ma’ashi” digital platform.

GPSSA advises applicants to first review the service card and guidance manual, then register using their UAE Pass, log in, follow the listed steps, and upload all required documents to finalise their request.

More information about the Merge Service Period – Civil programme is available on the GPSSA website under the “Laws and Circulars” section and in the FAQs.
